Hurricane Sandy forces businesses to sandbag — and 'pray'

 Sandbags aren’t the most festive Halloween decorations, but Maryland’s waterfront businesses are lining their buildings with them in preparation for “Frankenstorm,” the hybrid hurricane-nor’easter heading up the East coast.Businesses may be boarding up to guard against the rain, wind and even snow set to dump on the mid-Atlantic between Sunday and Wednesday, but they are hoping to stay open through the storm. Merchants know from past experience — especially Hurricane Isabel in 2003 — that flooding at Annapolis City Dock and the Baltimore’s Inner Harbor are likely during a big storm. The storm surge caused by Isabel closed businesses in both cities for days — some for months — and forced several to rebuild. Baltimore’s World Trade Center was closed for a month.
